Surrey Connect Welcomes Two New Council Candidates for 2026

Surrey Connect is proud to introduce two new candidates joining the team ahead of the October 2026 municipal election. Mayor Brenda Locke announced the addition of Rona Tepper and Noemi Victorino at a Surrey Connect event on March 5 at The Gables in Panorama. Both women bring deep roots in the Surrey community and a strong track record of service.
Rona Tepper
Rona Tepper is a long-time Surrey resident, mother, RCMP victim services case worker, and station leader for the local marine search and rescue. She has dedicated years to community service with the Ocean Park Community Association and the Crescent Beach Swim Club.
Noemi Victorino
Noemi Victorino is the Executive Director of Harvest to Hope, an organization dedicated to helping people in need access healthy food. She has also served in a leadership role within the federal government, most notably as a Senior Officer of Trade and Compliance with the Canadian Border Services Agency. Noemi is a passionate volunteer who has served in various roles empowering women and girls across Surrey.
Both Rona and Noemi will run alongside Mayor Brenda Locke and incumbent councillors Harry Bains, Gord Hepner, Pardeep Kooner, and Rob Stutt on October 17, 2026.
