Brenda Locke has lived in Surrey for over 40 years along with her husband, kids, and now grandkids. A strong advocate for Surrey's police and fire services, she has strengthened city services while keeping taxes low. Her Council has built recreation facilities and roads across Surrey and approved thousands of units of housing.

Harry Bains is a proud Surrey resident, lawyer, and father of two, deeply rooted in the community. He advocates for expanded healthcare and education to support Surrey's growing population.

As Chair of the Focus Newton Task Force, helped revitalize a major town centre with safer streets, improved public spaces, and key infrastructure investments.

Michael is a second-generation Surrey resident and proud father of two. He attended Surrey schools from Kindergarten through Grade 12 and has degrees in Economics & Law. A lawyer and Realtor, Michael spent over 17 years as a barrister and the past 15 years working in real estate. He remains a registered member of the Law Society of British Columbia and has served on numerous boards and in public-service roles.

His legal career included pro bono work supporting those less fortunate, as well as representing government and corporate clients.

Gordon (Gord) Hepner is a dedicated public servant and lifelong Surrey resident. He operates a boutique, full-service notary practice serving local families and businesses. As a Surrey City Councillor, Gord brings local insight, professional experience, and a proven track record as a strong, reliable voice for Surrey families and neighbourhoods.

Pardeep Kooner is a civic leader known for her disciplined approach and strong community connection. Elected to Surrey City Council in 2022, she brings experience as a Chartered Professional Accountant and business owner, with a focus on financial accountability, transparency, and long-term planning. Her background ensures decisions are fiscally responsible while meeting community needs.

Serving on finance, audit, and environmental committees, supporting responsible governance and forward-thinking policy as Surrey continues to grow.

Vera is a community-focused leader with a career spanning health care, housing, civic service, and social impact in Surrey. With a degree in Business, she has served as CEO, COO, and Executive Director of organizations delivering housing, health services, and business enterprises.

First elected to Surrey City Council in 2014 under Linda Hepner, Vera was named one of the Federation of Canadian Municipalities’ Top 10 Municipal Innovators.

Rob Stutt is a former RCMP officer, and career investigator with more than 40 years of experience in policing and the insurance industry. A Surrey resident for over 30 years, he is committed to public safety, responsible growth, and accountable leadership that puts residents first.

Drawing on decades of frontline experience, Rob continues to advocate for strong emergency preparedness, accessible healthcare, and effective public safety.

She also served over five years on the Provincial Child Care Council and chairs the Network to Eliminate Violence in Relationships Board. A proud Guildford resident for more than 25 years, Vera is deeply committed to her community. Outside of work and volunteer service, she enjoys music, gardening, and travelling with her partner, Jen.

Noemi Victorino is a proud Surrey resident driven by servant leadership and a passion for community impact. With a background in federal administration, project management, and enforcement with the Canada Border Services Agency, she has since led nonprofit programs advancing food security, employment, mental health, and homelessness — impacting thousands of Surrey residents.
